Per-machine (ALLUSER=1) silent install not working

I would like to silently install Pandoc for all users of a machine, and I
can't get it to install properly. According to this FAQ
<http://pandoc.org/faqs#the-new-windows-installer-starting-with-1.11-does-a-single-user-install-rather-than-installing-pandoc-for-all-users.-how-can-i-install-pandoc-for-all-users> and
Microsoft's documentation, I should be able to use the ALLUSERS=1 option
like:

msiexec /quiet /i pandoc-1.17.1-1-windows.msi ALLUSERS=1

but it is not working. I am doing it in an elevated cmd window, but it is
still installing to <adminuserprofile>\AppData\Local\Pandoc.

Everything else is installing properly.

Hi,

Could the developer responsible for creating the .MSI installer at least
acknowledge that not allowing per-machine (all user) installs is either
intended (Someone should correct the FAQ then too.) or is an error that is
expected to be corrected in the next release?

BTW, when I said "everything else is installing properly", I meant, all
other programs are installing, so I doubt it's my machine that is broken,
but rather the pandoc installer.

Said developer has already contributed a fix.

I should have posted a reply to your post here.
Anyway, it could use testing. You can get the
latest dev msi from

https://ci.appveyor.com/project/jgm/pandoc/build/artifacts

Why don't you test and let us know whether the issue
is resolved.
